Carpenter Atlas Site Sale Information

This site was for sale on eBay around April 2001 (item 579069359) with 350 acres of land, for around $100,000. The owner had died and the estate wanted to sell it, but it had around 40,000 used tires (resulting in a big DEQ lien), many junk vehicles (see northeast corner of photo), and an original USAF diesel spill. One visitor placed its value at less than nothing. The eBay sale was a bust and the site was then offered more conventionally but I don't know how it turned out.

The following is email I received from a friend, which was in turn from the sellers. Please remember this was in April/May 2001, and the site may have been sold by now.


To whom it may concern:

The Atlas Missile site previously offered on e-bay is being offered for sealed bid sale under the terms and conditions of the attached Auction Bid Agreement. The prior e-bay auction was fatally flawed, and I have decided that offering the property for sale by sealed bid is the fairest and most foolproof course to pursue. I am attaching an auction bid agreement along with a legal description of the property in .pdf format (can be read and printed with Adobe Acrobat Reader, downloadable from ; if you need the agreement in an alternate format, let me know).

The following description is based on information gathered by the Seller, and is not part of the Auction Bid Agreement. Individuals bidding on the property are encouraged to inspected the property to their satisfaction prior to making a bid. The terms of the Auction Bid Agreement are final.

Property offered: Atlas Missile Site 15 miles East of Cheyenne, WY; 4.5 miles South of I-80. Approx 2 hours from Denver. 340 acres. (Seel legal description attached to Auction Bid Agreement)

Buildings include:

3 Missile launching buildings (irregular size; main bay approx. 130 x 35, with several attached rooms; total area approx. 10,000 sq. ft.)

Missile launch buildings are above-ground type, each with an overhead crane in place. The property has two large wells and one small domestic well. The two large wells were originally connected to a water delivery infrastructure, an unknown portion of which remains in place. The portion of the property containing the above-listed buildings is partially fenced with security grade chain-link fencing. Some of the missing chain link is rolled up and stored, and goes with the property.

The property has the following known environmental hazards: Much of the plumbing and heating pipes and duct work are insulated with asbestos. Most of this insulation is intact. There is a known diesel fuel spill in the vicinity of the diesel fuel storage tank. There are numerous junk vehicles stored at the site (approximately 650 - 700), some of which may have parts value &/or collector's value. There are approximately 50,000 tires on the property, half of which have been secured into bales containing 50-70 tires each. The property is subject to a $50,000 Lien placed on the property by the Wyoming Department of environmental quality to guarantee the disposal of the tires to the satisfaction of DEQ; once the tires are disposed of, the owner can negotiate the lifting of the lien with DEQ. Other liens, if any, will be satisfied from the purchase price. Based on preliminary research, this property may be eligible for F.U.D.S. (''Formerly Used Defense Site'') cleanup funds to cover the remediation of any environmental problems associated with the U.S. government's (DOD) use of the property. Taxes for 2001 are approximately $625. This parcel is priced at the approximate value of the bare land, and contains several million dollars worth of improvements.

Terms: Owner will receive sealed bids on the property until May 4, 2001. An earnest money deposit must accompany all bids. Any amounts submitted with unsuccessful bids will be returned immediately. Once accepted by the owner, a sealed bid will constitute a purchase and sale agreement. The successful bidder will be required to close on the property on or before June 5th, 2001. The remainder of the purchase price (i.e., the purchase price less the earnest money deposit) will be paid upon closing, which should take place 30 days from signing of purchase and sale agreement. The owner will cause a closing statement to be forwarded to the Purchaser at least five days prior to closing. Purchaser will take the property and all improvements as is, where is, and subject to a $50,000 DEQ lien. Owner will remove any personal property that is not to be left on the property prior to closing. Purchaser will pay for closing and title insurance. Taxes will pro-rated as of day of closing.
