WSMLA Board of Director's Meeting                    January 15, 1995


Meeting Called to Order at 8:12 am


Roll Call: Present: Mike Cash, Rick Conwell, Judy Corkill, Mike Corrigan, Scott Gormley, Velma Harlow, Tony Larvie, Dave Tyrell, Dave Wilson and Bryan Youngberg. New board members present: Robbin Sinclair and Ray Lawrence. Reggie Pierce absent.


Treasurer's Report: 206 convention registrations, Auction netted around $1600, no membership card count (about 150?), Auction may have unaccounted $200 shortfall. Banquet meal ticket problem: ticket count off by 4 or 5, registration table meal tickets don't match hotel's count of 130. Original setup for 118 places, 2 extra tables set up late, worked out in end. Treasurer's report was accepted as is by the board.



OLD BUSINESS


Postal Match - Rulings that club must have 50% WSMLA members for participation or that a non-WSMLA team purchase a State membership for Postal Match of $15 plus the normal Postal Match Fee, passed at the general meeting. Discussion in regards to changing the Postal Match target from a double bull buff to a single bull buff. Dave Tyrell - small clubs don't have new target, some even stocked up on current target. Verlin Danner - targets score same, doesn't matter. Previously, club's requested one target rather than several different for categories and age groups. Bryan Youngberg - Made a motion to leave the target the same, Tyrell 2nd. Motion carried.

Guidelines booklet - State Shoot requirements - changes? Dave Tyrell asked that the typographical error concerning the 50yd double bull buff target be noted. Need to republish guidelines in newsletter for general membership with corrections and changes.

Convention - Report by Mike Corrigan: Dinner - Barbecue ribs instead of beef tips next year? Board thought both were good and left the decision up to the next convention coordinator. There seemed to be enough food, even for seconds. Tony Larvie stated that he thought the entertainment and auction were well received, overall.

Convention proposals from Parkway and Holiday Inn - Parkway cheaper room rate, but more expensive overall. Holiday Inn did special monitoring on pool chlorine level this year. Pool and room rates the big discrepancy. Motion by Scott Gormley to stay at the Holiday for next year, Bryan Youngberg 2nd. Motion carried, no opposed. Discussion - need to try to get a flat fee on coffee for known coffee expense. Try to get cheaper room rate ($38?). There were 29 traders this year with no room for more. What do we do about the limited space available at the Holiday? May expand to side rooms (Willow or Ash) and use trade tables to funnel people into side rooms. There is actually plenty of flexibility in room and door use combinations. Another possibility would be to get Holiday Inn to hang temp lighting for additional Trader space along restaurant/registration table walkway.




NEW BUSINESS


     Judy Corkill asked if someone would volunteer to draft a letter for a Governor's Big Game Permit (Judy thought Doc Bob did it last year). Bryan Youngberg volunteered by Tony Larvie to do letter. Discussion on dollar value of Governor's permits followed.

     Two representatives from the Powder River Plainsman (Verlin and Ferlin) requested support from WSMLA for State shoot. State normally provides plaques and $100 advance for prizes. Gillette needs help with shoot, club is nearly broke but Sheridan group helping host shoot, need monetary support. In 1994 medallions cost $372 + $278 for Aggregate plaques = $650 (Aggregate plaques only real obligation). Targets and prizes, club obligations. Tony Larvie made a motion to give Powder River Plainsman $400 to put on shoot + pay for plaques. Scott Gormley 2nd. Amended by Tony Larvie to $500 for Powder River Plainsman. Robbin Sinclair asked about accountability and procedure for further help if needed. Is there a problem in not having a ceiling on state funding? No decision. Motion passed unanimously. Dave Tyrell informed the Gillette representatives that the Bighorn Basin ML Site would be available for a turnkey operation shoot site. Dave also reminded reps that Dunlop Insurance Company needs to be informed of State Shoot location and that the scores must be kept, Bryan is keeper of the scores.


Election of Officers: Nominations for President were Mike Cash by Bryan Youngberg, 2nd by Mike Corrigan and Dave Tyrell by Mike Cash, 2nd by Scott Gormley. Tony Larvie moved to close the nomination, 2nd by Bryan Youngberg. Dave Tyrell was elected President for 1995.


Nominations for Vice President were Mike Cash by Mike Corrigan, 2nd by Scott Gormley, Tony Larvie nominated by Mike Cash, Dave Tyrell 2nd, Velma Harlow nominated Scott Gormley, 2nd by Ray Lawrence, Bryan Youngberg moved to close nominations, 2nd by Mike Corrigan. Motion passed. Mike Cash was elected Vice President for 1995.


Nominations for Secretary were Dave Wilson by Velma Harlow, 2nd by Tony Larvie and Robbin Sinclair by Dave Wilson, 2nd by Mike Corrigan. Tony Larvie moved to close nominations, 2nd by Ray Lawrence. Ballots were tied, discussion between Dave and Robbin ensued and Dave Wilson accepted the Secretary position for 1995. Robbin Sinclair volunteered to do the newsletter.


Nominations for Treasurer were Scott Gormley by Bryan Youngberg, Mike Corrigan second and Rick Conwell was nominated by Scott Gormley, Tony Larvie 2nd. Tony Larvie moved to close nominations, Ray Lawrence 2nd. Scott Gormley was elected Treasurer for 1995. Discussion involving Safety Deposit Box access and keys followed. Bryan Youngberg, Judy Corkill and Rick Conwell have current access. Rick had already rounded up the new paperwork needing two new signatures: Scott Gormley and Dave Tyrell with Rick Conwell and Judy Corkill removing their names from the registration. It was decided that the 1996 Traveling Trophy medallions would be removed before the remainder were placed in the box. Discussed CD maturity and letting them roll over automatically (6 month and 18 month), Rick Conwell and Scott Gormley will work arrangements out.


Volunteers for Committees: Newsletter Editor - Robbin Sinclair, bulk permit out of Riverton, $85/yr, can move to Cheyenne for year. Robin will check on printer prices, if she can get a better price in Cheyenne then she has permission to go for it, otherwise she can send proof to Riverton for handling. Current total handling package by current print shop is approximately $1.17 a copy (30 pages). Motion by Mike Corrigan, 2nd by Bryan Youngberg - Let newsletter editor and officers decide on copying fees in Cheyenne with in next 10 days so that Postal Bulk permit can be moved. Motion Passed.

Reggie Pierce previously volunteered to manage the Video Library.

Mike Corrigan volunteered to be Convention Coordinator again - Discussion: Past expenses still need to be submitted to Treasurer. $300 expenditure for 1996 talent contest tabled until Memorial Day. Mike wondered if it would be okay to draft officers for judges again next year and go with the same prize money split as this year 1st-$35 2nd-$25 3rd-$15.

Volunteers to run Photo Contest were Tony Larvie and Bryan Youngberg who promised to get announcements out earlier and make rules clearer.

It is anticipated by the board that Trinidad Herrara will run the Postal match again for 1995.

Ray Lawrence volunteered to run the Traveling Trophy Match

Robbin Sinclair requested a membership list for the next newsletter.

Next Board Meeting - Memorial weekend in Riverton.
