WSMLA General Membership Meeting
Meeting called to order at 1:45 p.m. on January 8, 1994
Doc Bob welcomed everyone who attended despite inclement weather. Attendance is up this year over last year. Special thanks to Hank Donaldson for putting convention together with Jim Archibald's help. Thank's also to Rick Conwell and registration people.

Regular Business: Minutes of 1994 Board meetings to be in next newsletter. 1993 Board meeting minutes currently posted on easel near front desk.
Treasurer's report: Same as that presented at previous Board Meeting (see January 7, 1994 attachment) Report was distributed to general membership. Summary: dispersements exceed receipts by approximately $1900 for 1992-93. Trinidad Herrara and Dave Tyrell helped out by bringing shooting costs back into the black for 1993. Newsletter expenses exceed dues receipts, future postage increases may increase deficient even more. Board has elected to propose an increase in WSMLA dues from $10.00 to $15.00 effective January 1, 1995. This will not help out for this year, but it was felt the change would be to short of notice for 1994. The board has taken other stop gap measures to cut costs in 1994. Mike Johnson made a motion to increase dues $5.00 for 1995. Verlin Danner 2nd. No discussion. Motion passed unanimously.
Announcement Notes: July Board Meeting - previous NRA insurance carrier cannot insure board of directors. Rick Conwell reinsured WSMLA Board with NMLRA (Dunbar Insurance Company). State Association got a year and a half of insurance for $521.60. Possible benefit to organization for insurance purposes if State has a NMLRA certified Range Officer present at State Shoot. Board could not get NMLRA trainer (must go to Friendship or Phoenix for course). Board discussed coming up with own guidelines, but eventually decided to act in an informational capacity to State clubs. Doc Bob will be sending selected members rules and regulation packets for club distribution. Rick Davis made a muzzle loading big game season presentation to Game and Fish. Game and Fish suggested state and local club members attend Game and Fish meetings to express interest in muzzle loading hunting opportunities. Rick Conwell had suggested that the State Association apply for a Govenor's Big Game Permit. Application is currently on file for consideration. Board will make decision on how best to utilize permit for optimum fund generation. Doc Bob did not know what type of permit we might get at this time. The photo contest this year is a little shaky on account of Roger Roebling's absence due to a death in the family. Advertising was not adequate and only two people submitted entries. Hopefully better next year.
Doc Bob announced that there would be a short break following the meeting and before the auction. Travis Bennett will be coordinating the auction.
The Stinking Water Free Trappers presented the WSMLA with a check for $100.00 as a donation and challenged other clubs to do the same.
Doc Bob introduced Dave Tyrell to present the 1993 State Traveling Trophy and State Shoot Aggregate Trophies and Medallions.

The Bighorn Basin Muzzle Loaders extended thanks to everyone who attended the State Shoot. Dave thanked everyone who participated in the Traveling Trophy Match, also.
Trinidad Herrara was introduced to give out Postal Match winners. Trinidad thanked Trophy builders - Frank Alzea who preformed work, Willy Olsen who donated wood and Orion Rifle Works who donated old barrel. Postal Match stayed in black for 1993, $120.00 taken in with $107.00 expended.

Trinidad thanked everyone and asked that suggestions to improve Postal Match be forwarded to him.
Election of Board Members: Three terms expire - Doc Bob, Mike Cash and Hank Donaldson. Doc Bob will fill Jeff Walker's position as Past President.
Nominations were opened. Nominees were: Mike Corrigan, Mike Cash, Phil Nissen, Hank Donaldson, Dennis Obert and Scott Gormley.
Ballots were distributed and nominees were asked to come forward for a short speech. Hank Donaldson was not present. Members were reminded that there was only one vote per paid membership.
Meeting was temporarily adjourned for votes to be tallied at 2:47 p.m.
Meeting reconvened at 2:52 p.m.
Mike Cash, Mike Corrigan and Scott Gormley were elected to the Board of Directors for 1994.
Doc Bob explained the Bighorn Basin Muzzle Loaders proposal to host a permanent State Shoot site. Summary of proposal: Permanent State Shoot Site
Volunteers from State help run shoot.
60% of shoot proceeds go to WSMLA
40% to BBML for site upkeep and support
Discussion of Proposal: Positive aspects were that there were numerous shade trees, there is a large shooting membership in the area, 60% of last year's net would have been approximately $800.00 to the State Association. Negative aspects included: Prize contribution and collection, No statewide rotation of hosting clubs, distance from southern Wyoming (non-centralized location).
☞Mike Cash gave a speech on the merits of permanent shoot site as far as insurance.
☞Patty Tyrell stated that the proposal was for a two year trial period.
☞Rich Page brought up the problem of a lack of camping space and possible shooting hazards (i.e. traders in front of projected firing line).
☞Doc Bob shut down discussion on Insurance as irrelevant as long as State and Hosting club are insured.
☞Larry Webster added that insurance was for spectators since WSMLA members cannot sue the WSMLA Board (Can't sue self.).
☞Roy Martin and Phil Nissen wanted to know if another club was interested in hosting the State Shoot.
☞Verlin Danner said Gillette might be interested in hosting the 1995 State Shoot.
☞It was decided that the State Shoot be held near Tensleep for 1994 and we see how many volunteers actually help out. The last weekend in July was selected for a shoot date. A show of hands produced about 15 volunteers.
☞Larry Webster suggested a shoot coordinator be appointed with an assistant who becomes shoot coordinator the following year.
☞Verlin Danner made a motion to have the State Association coordinate with the Bighorn Basin Muzzle Loaders for the 1994 WSMLA Shoot, on a one year trial basis. Footnote 2nd. Discussion ensued concerning Bighorn Basin's willingness to assemble and provide target packets and maintain range if State could furnish warm bodies for Range officers, registration, scoring, etc. WSMLA guidebook standardizes State Shoots. -- Motion passed with 3 nays.
☞Dave Tyrell volunteered to coordinate a Range Officer workshop on Memorial weekend for State Shoot Range Officers.

☞Doc Bob had no further business. Phil Nissen thanked Mike Cash for Newsletter. ☞Dave Wheeler talked about State Cannon Match. Regular cannon targets from 200-600 yards plus a donated junk car for a target, good spectator shoot, eleven guns last year.
☞Verlin Danner thanked Doc Bob, Dave Tyrell and Trinidad for their contributions. ☞John Boesch announced and explained 1838 medallions/raffle tickets for Ed Fowler knife.
